One document
What a single global policy can say, where local annexes are needed, and the floor-and-ceiling question.
What One Policy Can Say
A global working time policy that states any number is wrong somewhere. What it can state is the method, the principles and who decides the rest.
The Floor-and-Ceiling Question
An organisation can set one internal standard above every local minimum, or follow each local rule exactly. Both are defensible and the costs differ.
Local Annexes
One page per country, holding every figure the global policy cannot state. It is the only part of the documentation that has to be locally owned.
The Sentence That Is Wrong Somewhere
Global policies accumulate statements that were true where they were drafted. Finding them is a reading exercise and nobody has ever done it.
Translation, and What Gets Lost
A policy translated well linguistically can be wrong legally, because the nearest local word for a legal term usually carries a specific and different meaning.
Who Signs It
A global policy approved centrally and never adopted by the local entity is a group document that binds nobody, which is discovered at the worst moment.
Reviewing It Across Entities
A document set maintained country by country drifts. An annual read across the whole set finds the divergence that no single local review can see.
